A report works for its implementer, then refresh fails when the connection-account owner is unavailable. Alternatively, a manager's link requests an unbudgeted license upgrade. Both are handover and operational problems, even when Power BI calculations and visuals are correct.
Before contracting, identify publishers, viewers and owners of the model, source and refresh process. Acceptance should extend beyond a report file or screenshot. An authorized internal employee should be able to continue operations under defined access and credential management.
Start with the consumer's account
Imagine a fictional distributor where branch managers read their branch data, analysts edit reports and technology staff manage sources. These teaching roles do not prescribe every organization's structure. Open the report through the intended consumer account instead of demonstrating it only with broad privileges.
Microsoft connects sharing to licenses, capacity and semantic-model location. Avoid promising that any Fabric subscription permits free viewing for everyone. Specify distribution method, product, plan and required roles, then verify current entitlements for your accounts before accepting operating costs.
A matrix separating handover roles
| Illustrated role | Specify | Proposed acceptance evidence |
|---|---|---|
| Branch manager | Viewer identity, data boundaries and access method | Permitted opening and agreed denial outside scope |
| Report analyst | Editing rights and permitted sharing | A versioned test change without expanding consumer access |
| Model owner | Model ownership and refresh credentials | Explanation of source, latest refresh and failure response |
| Gateway administrator if needed | Administration, source definition and usage permissions | Appropriate substitute access without exposing secrets |
This proposed matrix varies with solution architecture and roles. Include primary and substitute owners, approval requirements and usable instructions. A shared password cannot replace reviewable responsibilities and access that can be removed when no longer needed.
Hiding a page does not secure its data
Sharing documentation warns that hidden elements are not a security measure. RLS documentation explains that workspace row restrictions apply to Viewers rather than Admins, Members or Contributors. A branch-isolation demonstration using an editing account does not represent the consumer's experience.
Request allow-and-deny cases with intended accounts and roles in a suitable environment. Review the validation method because some connection modes limit role-testing features. A tidy filter list or single demonstration cannot establish comprehensive security across access and export paths.
Who refreshes data after the implementer leaves?
Request a register of sources, model, connection mode and credential owner without secret values. Refresh guidance distinguishes storage and connection modes and dependencies on source access and gateways where required. Reopening a page or refreshing visuals cannot independently establish a new source read.
Change a known value in a test source and observe its arrival under the agreed mode. Request a safely arranged credential-failure case with notification and repair owners. Do not disable live credentials for demonstration or promise real-time updates without defined, evidenced behavior.
Accept the responsibility transition itself
Before completion, ask the internal owner to explain model and refresh settings and escalation when access fails. Identify dependencies on implementer accounts and supported transfer into organizational management. A report file does not automatically transfer gateway ownership, source credentials or sharing rights.
Also assign new-user access, removal for departing staff, appropriate permission retesting and entitlement renewal. These may be separately purchased operational services. Specify coverage instead of leaving it unclear because the report worked in one session.
Review business intelligence deliverables and data readiness for broader scope. Attach the matrix when requesting reporting and analytics from Nextwave to purchase clear organizational operation alongside the dashboard.
Operational documentation
Microsoft documentation on sharing, refresh and RLS was opened on 4 November 2026. The original example and matrix involve no publishing, access changes or security certification. AI assisted preparation, with information and translation review.
