Planning App Store and Google Play Accounts Before Contracting

Agree publisher identity, accounts and roles before development ends. A clear renewal, access, release and handover register reduces dependence on one person after launch.

The build works on a phone, but who can upload an update six months later? Account planning should not wait until the final week. Agree the publisher, the responsible person inside your organization, the development company's permissions and what you receive when work ends.

The owner does not need to operate every store detail personally. The organization needs a clear ability to manage its account and change providers or app managers without depending on a departed person's email or a password known to only one individual.

Decision one: whose identity publishes the app?

A fictional transport company commissions a customer app. The developer suggests using an available agency account to move quickly. Before agreeing, the company needs to understand the displayed publisher, update control and any later transition arrangements.

Apple distinguishes individual and organizational enrollment and explains its effect on the displayed seller name. Check entity eligibility, documents and current requirements before basing launch on an unverified trading name. An authorized organizational representative should approve information rather than automatically using an employee's or another party's identity for convenience.

Review the appropriate Google Play account requirements too, recording who creates it and covers its fees and procedures. Do not assume enrollment, verification or store review completes on the same day, or apply one account type's requirements to another without checking current documentation.

Decision two: which permissions are needed?

Apple explains that roles govern available tasks and that the Account Holder has specific responsibilities, including agreements and membership renewal. Google Play offers account-level and app-specific permissions. Use this separation to define provider access instead of granting unnecessary control over every organizational app.

TaskProposed organizational responsibilityAgreement with the provider
Identity and agreementsAn authorized person approves information and required commitments.Guidance and project information preparation within defined scope.
Test uploadsKnow the app account and release history. An appropriate role for uploading and managing tests.
Store listingApprove name, copy, images and privacy information.Who prepares, enters and checks each language.
Release decisionName the person approving the releasable build.Upload, feedback handling and release procedure.
Renewal and accessA monitoring owner and backup within available roles.Report missing items, hand over access and remove access no longer needed.

This allocates work; it does not list identical official roles across both stores. Review the actual permissions each task needs. Separate invitations make access review and traceability possible. Sharing one person's login makes attribution harder.

The account register does not contain passwords

Request a register covering platform, owning entity, authorized owner, organizational access route, participant roles, app identifier, required renewal or review dates and dependent operations. Keep secrets and signing material outside widely circulated project documents. Agree protected handover to authorized people.

Add dependent services such as notifications, sign-in or maps where used. Store access does not prove that your organization controls every external service. Identify anything remaining in the provider's or a third party's account, and the effect of losing a subscription or access.

Decision three: what does publishing work include?

Separate preparing the app package from store enrollment, listings and review feedback. Identify who supplies demonstration access and final content, who follows responses and which corrections the project fee covers. An installation file is not equivalent to public availability through both agreed channels.

Equally, third-party approval should not become an unconditional provider commitment. Define states such as ready for testing, submitted for review, awaiting organizational information, or ready for release or public use according to settings. Record the actual state and its evidence without promising a decision date the team does not control.

When an existing app belongs to another account

Inspect the situation before creating a new account on the assumption that everything can move later. Apple's transfer documentation has criteria, steps and feature-dependent requirements. Ask a specialist to review the app, dependencies and official transition process before fixing a transfer date or cost.

App transfer, source-code handover and backend-service responsibility are separate tasks. One can complete while another remains with a former provider. List what moves, what needs configuration or follow-up and who checks sign-in, notifications and core functions after each platform's appropriate process.

A handover session demonstrating continuity

  1. The organizational owner opens the console through their own access and identifies the app and current build.
  2. They review users, roles and unnecessary access with the developer.
  3. The team follows a test build, feedback and upload record without assuming public release.
  4. They review build files, signing and dependent services under a secure handover plan, with named operators.
  5. They record store-notification recipients, renewal ownership and incident cover when the primary owner is unavailable.

The benefit is being able to explain how the next build will be uploaded and approved. Read the mobile development scope guide for phone, backend and administration boundaries, then include this register in your mobile development request from the outset.
